The CGIAR is not `pushing’ the ITPGR – it seems to be Bioversity doing so. As the CBD left out existing ex situ collections, the CGIAR could have simply gone on as before – indeed, the ITPGR seems to have been a disaster for movement of samples between developing countries (try to get the details from FAO!). Most movement is from the CGIAR genebanks or from developed countries – exactly as pre-ITPGR. And how many countries have ratified the Nagoya Protocol, to bring the ITPGR in conformity with the CBD? Just five.
This is a good time for the CGIAR genebanks to pull out of the ITPGR which ignores and totally undermines the rights of farmers in countries of origin.
