Nepal’s implementation of the ITPGRFA says: “The country cannot import from or exchange aboriginal seeds with other countries without developing a national plan” and apparently submitting this to FAO. Why not? This seems a bit strict – Nepal should be able to do what it likes. Is there any more information about this out there?
